Animal Control
Animal Control enforces the RM of Hanover's Animal Care and Control By-Law. Services include:
- Dog and cat complaint investigations
- Dog kennel inspections and licensing
- Residential area skunk control
- Livestock impoundment and livestock-at-large complaints
Animal Control services are provided through a contracted professional animal care provider.

Emergency Livestock-at-Large Complaints
To report an emergency livestock-at-large situation, please contact the RCMP at 204-326-1234. An Animal Control Officer will be contacted by the appropriate authorities.
Animal Welfare Concerns
If you are concerned about the welfare of a domestic animal in Manitoba, contact the Provincial Animal Care Line:

The Animal Care Line is monitored seven days a week by Manitoba's Chief Veterinary Office. All complaints are reviewed and, when warranted, assigned to a Provincial Animal Protection Officer for investigation.
Examples of animal welfare concerns include:
- Lack of adequate food or water
- Exposure to extreme heat or cold
- Failure to provide necessary medical care
- Insufficient living space
- Unsanitary conditions
- Inadequate ventilation
- Lack of opportunity for exercise
- Animals that are suffering, seriously injured, in distress, or experiencing extreme anxiety
Residents are also encouraged to report suspected unlicensed breeding operations or kennels.
Animal Impoundments
Animal impoundment fees and related fines are outlined in the Animal Care and Control By-Law rate schedule. Fees may vary depending on the circumstances of each case.
