What is a Capital Lot Levy?
A capital lot levy is a fee paid by a developer when new lots are created through subdivision.
The fee helps pay for municipal infrastructure needed to support growth, such as roads, water systems, recreation facilities, and fire protection.
Why is it required?
Capital lot levies help ensure that new development contributes to the cost of infrastructure it requires, rather than placing the financial burden on existing taxpayers.
What does the levy pay for?
Capital lot levies help fund major municipal infrastructure, including:
- Roads and public works equipment
- Water and wastewater systems
- Fire protection equipment
- Recreation facilities
- Waste management services
When is the levy paid?
The levy is required as a condition of subdivision approval and must be paid before the subdivision is registered at the Land Titles Office or as agreed upon within a development agreement.
Who does this apply to?
- Developers creating new lots
- Property owners subdividing land
This fee does not apply to existing properties unless new lots are being created.

- $4,000 per net new lot
